Challenge

  • A pharmaceutical organization with products in clinical trial moving toward FDA approval and commercialization creating the need for resources in both the US and Global
  • Large non-employee utilization with no standardized compliance and visibility
  • Multiple suppliers providing resources at above-market rates and without proper vetting
  • Gaps in existing supplier capabilities were unable to meet the unique demands of this high growth company
  • Underutilized non-employee population for identifying internal talent
  • The small HR teams had limited to no access to critical market intelligence to help them build job descriptions and compensation levels
  • The client only had limited insight and transparency into global non-employee headcount and lacked knowledge of varying global staffing requirements

Solution

  • Implemented a technology and onsite support team to assist with current and future resource needs
  • Built a full life cycle compliance program from onboarding to offboarding
  • Rate rationalization and supplier onboarding requirement standardized through a Master Services Agreement with flow down terms to suppliers, ensuring cost control and risk reduction
  • Analyze the supplier base, identify gaps and propose adding new proven high performing suppliers. Also worked closely with current suppliers to expand their reach and commitment across different roles and locations globally
  • Ensured that non-employee's pay rates were aligned with internal compensations structure with a targeted conversion strategy to help meet the growing need for internal resources
  • Utilized our market intelligence tools and internal subject matter experts to provide guidance and support
  • Engaged our network of global experts and established a project timeline around global adherence

The Results

  • Over 696 hires successfully sourced and onboarded with a centralized process and single point of contact for procuring non-employee labor in 14 countries. User adoption rate of 97%
  • Non-employee resources are fully captured in the technology and fully compliant to meet the client's internal onboarding requirements and procedures. Frequent reporting made available to track, monitor, and forecast costs at the department and project level
  • Clinical Operations alone experienced cost controls resulting in an average bill rate reduction of 51%. All suppliers participating in the program have appropriate insurance levels, Articles of Incorporation, and current agreements and terms
  • Utilized successful supplier network to fill skills gaps and reduce time to fill
  • Current conversion rates exceed 25%. TA utilizes the program to assist in internal direct-hire openings by having transparency into the existing contractor population
  • The account was able to assist in building critical job descriptions, competitive compensation levels, and supply and demand data
  • Ability to provide a fully compliant approach per country/province, detailed quotes per engagement, transparency into tenure, and simplified in-country invoicing
